California’s housing shortage continues to intensify, particularly in high-cost regions such as the Bay Area, where limited supply and rising prices have pushed homeownership out of reach for many residents. As policymakers and developers search for scalable and cost-efficient solutions, a new approach centered around accessory dwelling units (ADUs) is beginning to gain broader attention.

A San Jose-based real estate firm, StrataX Development, is advancing a model that converts ADUs into individually sellable condominiums, leveraging provisions under California’s AB1033 legislation. The approach allows residential properties to be transformed into multiple ownership opportunities without requiring large-scale ground-up development.
ADUs—commonly known as backyard homes or granny flats—have traditionally been used as rental units or for multigenerational living. However, recent policy shifts have opened the possibility of selling these units separately under specific conditions, creating a new pathway for entry-level homeownership in supply-constrained markets.

Projects such as the company’s San Felipe initiative demonstrate how this approach can be implemented in practice. By working within existing zoning frameworks and aligning with evolving state legislation, the model is designed to scale as more municipalities adopt policies that support ADU condominiumization.
Housing experts have increasingly identified ADUs as a key component of California’s broader housing strategy. Expanding their role from rental units to for-sale housing could significantly increase their impact, particularly for first-time buyers seeking more attainable options.
While challenges remain—including regulatory adoption at the local level and financing structures—the ADU-to-condominium model reflects a broader shift toward smaller-scale, infill development as a solution to statewide housing constraints.
As California continues to explore ways to close its housing gap, approaches that maximize existing land use while expanding ownership opportunities are likely to play an increasingly important role in shaping the state’s housing future.
